Secretary/Treasurer – East Hopewell Township

East Hopewell Township is accepting applications for the position of Secretary/Treasurer. This full‑time position is central to Township operations and plays a critical role in administration, finance, public communication, and support for the Board of Supervisors.

This position requires strong organizational skills, attention to detail, and the ability to work independently within established laws, policies, and procedures. The Secretary/Treasurer serves as the primary administrative and financial officer for the Township.

About the Position

The Secretary/Treasurer is responsible for maintaining Township records, ensuring Township business is properly transacted, and assisting residents by providing information, guidance, and support. Work is performed independently and reviewed by the Board of Supervisors through written and oral reports.

Key Responsibilities

​

Administrative & Board Support

  • Prepare agendas for Board of Supervisors and Planning Commission meetings.

  • Attend all regular, special, and worksession meetings to record minutes and provide procedural guidance.

  • Draft and distribute meeting packets, resolutions, ordinances, and supporting documents.

  • Track motions, votes, and official actions for legal compliance.

  • Advertise public meetings and legal notices.

  • Maintain lists of Township board and commission members and track term expirations.

Records Management & Compliance

  • Maintain all Township records per the retention schedule.

  • Record, bind, seal, and post minutes as required by the Second Class Township Code.

  • Maintain subdivision, land development, zoning, and ordinance files.

  • Process and respond to Right‑to‑Know requests.

  • File enacted ordinances with appropriate agencies.

Financial Management & Accounting

  • Perform all bookkeeping and maintain accurate accounting of Township funds.

  • Prepare monthly and annual Treasurer’s Reports.

  • Manage accounts payable/receivable and payroll.

  • File federal, state, and unemployment payroll taxes.

  • Manage Township investments and monitor CD maturity dates.

  • Prepare and manage the annual budget.

  • Maintain check registry and sign all checks.

  • Coordinate audits and respond to auditor inquiries.

  • Configure and maintain QuickBooks.

 

Permitting, Zoning & Land Development

  • Receive and process building, zoning, sewer, well, and subdivision applications.

  • Maintain permit logs and documentation.

  • Coordinate with the Zoning Officer, Township Engineer, and Sewage Enforcement Officer.

  • Maintain active subdivision and zoning change files.

  • Assist citizens by explaining Township rules and procedures.

  • Create and maintain Township forms

Bidding & Procurement

  • Manage bidding processes in compliance with Township Code and PennDOT requirements.

  • Prepare bid documents, advertisements, and bid packets.

  • Maintain contract files and performance bonds.

Communications & Public Interface

  • Serve as the primary point of contact for residents, vendors, and agencies.

  • Respond to phone calls, emails, and walk‑ins.

  • Issue public communications and notices.

  • Manage the Township website and email system.

  • Coordinate with PennDOT, DCED, DEP, County agencies, and other entities.

  • Coordinate tax collection dates and election materials.

Human Resources & Personnel Administration

  • Maintain employee records and track leave balances.

  • Process onboarding and termination documentation.

  • Coordinate health insurance enrollment and claims.

  • Maintain CDL testing records.

  • Serve as payroll and pension officer.

​

Emergency Management

  • Coordinate emergency information with the Emergency Management Coordinator.

  • Assist with declarations of emergency situations.

  • Prepare disaster documentation.

​​

Technology & Systems Management

  • Maintain digital storage systems and backups.

  • Coordinate with IT providers for data security.

  • Manage QuickBooks, Microsoft Office, SAM.gov, CoStars, and other systems.

  • Oversee Township email infrastructure and website hosting.

​​

Miscellaneous Duties

  • Assign addresses for new homes.

  • File required state, federal, and insurance forms.

  • Represent the Township at conferences and training sessions.

  • Perform other duties as required by the Board of Supervisors.

​​

Qualifications

  • Strong administrative, organizational, and communication skills.

  • Ability to work independently and manage multiple responsibilities.

  • Familiarity with municipal government preferred but not required.

  • Experience with bookkeeping, payroll, or QuickBooks is beneficial.

  • Professionalism, confidentiality, and accuracy are essential.
